These are referrals – either from users who encounter the content or dedicated Internet Referral Units established by law enforcement – and proactive detection by the platforms themselves, which relies on the use of automated content moderation tools. Attention then shifts to regulatory regimes, which are described as taking two broad forms: those that focus on the removal of individual items of content, and those that seek to address systemic risks.
