In recent years, countering online terrorism content has become a key concern for policymakers and practitioners. This entry begins by providing an overview of the principal ways in which such content is identified. These are referrals – either from users who encounter the content or dedicated Internet Referral Units established by law enforcement – and proactive detection by the platforms themselves, which relies on the use of automated content moderation tools. Attention then shifts to regulatory regimes, which are described as taking two broad forms: those that focus on the removal of individual items of content, and those that seek to address systemic risks. The entry concludes by highlighting key challenges, including concerns that existing measures are insufficiently protective of the right to freedom of expression. |
