Abstract: <p align="left">T<span style="font-family: Constantia; font-size: x-small;">he Department of Health has </span>announced changes to the NHS Constitution for England that aims to provide greater protection and support for NHS staff, including midwives, who report poor practice. This protection is seen as essential in ending what the Secretary of State for Health called &lsquo;the culture of fear&rsquo; found in Mid-Staffordshire NHS Foundation Trust.</p>
