A suite of new tools and insights will be needed to guide the ARCH programme. The Prudent Health Care Intelligence Hub at the Farr Institute, Swansea University was commissioned to explore the potential to use the wide variety of linked data within the Secure Anonymised Information Linkage (SAIL) Databank to provide novel insights into patterns of health service utilization, health status and wellbeing, as part of a feasibility study of using such data to inform the development of the ARCH Case for Change. The team looked at two components, resilience – particularly the distribution of low health service users, and the creation of a novel wellbeing index from survey data.
