A suite of new tools and insights will be needed to guide the ARCH programme. The Prudent Health Care Intelligence Hub at the Farr Institute, Swansea University was commissioned to explore the potential to use the wide variety of linked data within the Secure Anonymised Information Linkage (SAIL) Databank to provide novel insights into patterns of health service utilization, health status and wellbeing, as part of a feasibility study of using such data to inform the development of the ARCH Case for Change. The team looked at two components, resilience – particularly the distribution of low health service users, and the creation of a novel wellbeing index from survey data. The data in SAIL are very complex and undertaking informed analyses requires many different skill sets including in-depth knowledge of data, data integration, manipulation and statistical analysis. Due to the relatively short period of time available to conduct this work the analyses provided should be treated as exemplars of what could be done rather than completely finished products.
