Abstract: This research report published by the Transnational Institute conceptualises a framework for understanding policy challenges to the UN drug control conventions, and categorises policy options that (1) clearly lie within the framework of the conventions (2) challenge the conventions but can be legally defended, and (3) clearly lie outside the conventions. It is a rigorously researched and written report that had a considerable impact on the policy community as a reference guide to policy options and the UN drug control conventions.
